Are you a crafter? It's important that you invest in a legacy perk called Legacy of Crafting because it can increase your crit chances. On the tooltip it only has text about augmentation chances; however, according to BioWare's official statements on the forums, it also increases crit chances on items that can create duplicate items (e.g. armorings).
